FLASH Vision: Overview

License Plate Recognition (LPR)

The core of FLASH Vision is an unmatched License Plate Recognition (LPR) technology that creates a simple, touchless experience for Monthly and Transient parkers. Our LPR system utilizes deep learning for an adaptable, intelligent solution with unprecedented accuracy. Each location has a unique set of lighting and environmental challenges that can pose a challenge to the overall read accuracy. Over the course of two to three weeks the system is calibrated and optimized to account for a location’s unique circumstances.


License plates that can’t be read because of dust, snow, ice, or other obstructions aren’t counted toward the overall accuracy percentage. For this reason, the reconciliation rate (overall average of successful license plate reads) is a better measure for gauging the effectiveness of the LPR system.


For example: If ten plates were read correctly upon both entry and exit, that would be 100%accuracy pertaining to those ten plates. However, if two additional plates were unable to be accounted for, those must be factored in as well. This would bring the reconciliation rate to 80%. It’s important to note that the reconciliation rate should also increase as the total number of events increases.

Currently, calculating the reconciliation rate is still a manual process, but it does provide a more accurate depiction of how well the LPR system is functioning.


Car Counting

The Car Counting module is an additional package option that uses a model verified by real time footage to count all entry and exit traffic. This model handles unique scenarios like vehicles that back out, tailgaters, and cross traffic. It can also differentiate between other types of vehicles, like golf carts, motorcycles, and scooters. All of these scenarios affect occupancy and revenue, so FLASH Vision is a top of the line solution to knowing the true number of vehicles in the facility at any given time. As long as the vehicle has a license plate, they are able to be included in the count and therefore the occupancy status of the facility.


FLASH Signature

Signature is an additional package option that uses advanced machine learning models to enhance the functionality of FLASH Vision LPR. These models identify scratches, bumps, dents, bumper stickers, etc. to match vehicles that enter and exit the garage. This gives Signature the ability to recognize vehicles in situations where traditional LPR might fail, like poor lighting, snow covered plates, no plates, dealer plate, etc.


Transient vs. Monthly Parkers

The LPR system reads a license plate and operates the gate differently based on whether the parker is recognized as a transient or monthly parker.


Transient

Transient parkers enter and interact with the entry kiosk normally. They pull a paper ticket or use one of the ticketless entry options (credit card or mobile number) at the entry kiosk.


At entry

The license plate is captured and linked to the issued ticket.


At exit

Once the payment is fully validated or paid at Pay On Foot (POF), mobile, or through Digital Ticket Checkout (DTC), the LPR system automatically vends the gate without requiring additional scanning at the exit kiosk.


If the parker uses the Lost Ticket function, the system searches the LPR database for the captured license plate and previously linked ticket number to display an accurate amount due based on entry time. If the system cannot generate a match, the standard Lost Ticket amount will be applied.


NOTE: If a transient parker makes an eParking reservation and enters their license plate information. The LPR system will automatically vend the gate upon entry and exit.


Monthly

For monthly parkers, the gate automatically vends if the license plate is correctly assigned to the respective monthly parking account. If the license plate is not assigned to the account or it’s assigned incorrectly, then the license plate is temporarily linked when the account's prox card is scanned upon entering the facility. It should be noted that in this method, the license plate is only temporarily linked and is not saved to the account. When a monthly parker is exiting the facility, as long as the license plate is recognized and correctly linked upon entering the facility, the gate will automatically vend via LPR.
